Help! Doesn't Drop Below 4GHz!

Hey gang! Im new to the world of overclocking and have a problem. I use XTU and got a stable overclock at 4.1GHz. I moved houses upgraded to an SSD, but now the Porcessor Frequency doesn't fluctuate with the CPU Utilization at all. It used to only ramp up when I was playing games. Can anyone help?

That's either intel speedstep or the C States in BIOS being disabled. But to be honest you have nothing to worry about, running at max speeds all the time really won't be doing any harm to your CPU.
