hwbot not working

There were some technical issues, should be resolved by now

Unfortunately they are not resolved yet. It doesn't work.

Which browser? Just tested , Chrome, Edge and Firefox

it doesn't work with any browser

forum works. all sites work only hwbot doesn't work

For me , there has been a slowdown from time to time , but front page worked all the time.

I assume you have cleared your browser cache.

Do a typical test and run a ping and tracert

I've tried everything, but it still gives me a 403 error.
Only on the hwbot website.

Since tracert command completed without problems and it's obvious you have access to hwbot ip (cause your are getting the error) ... it could probably be a misconfiguration of site permissions (not your fault).
