I get the misconception because its possible to be a liquid at room temperatures. Its and engineered fluid, the phase is changing, it just happening at 1 bar and at 35*C instead of like freon which is much lower boiling point. The fluid enters the coldplate(blue line), and leaves as a gas (red line) where its changed back into a liquid in the heat rejection unit. By all sense of the definitions it is SS.
