Is it possible that my windows give these errors, cause it sees that my cpu is running at a higher frequentie?

Hey I have a question. I have a asrock mobo p4i65g with a Intel pentium4 3.0 Ghz cpu. In my bios I can clock my cpu frequency up to 300 Mhz, but when I go higher then -+ 240 Mhz my pc won't even start up or will get stuck in windows. First I thought it was the cooling but if I run a game (assassin's creed on high gfx) my cpu degrees won't go higher then 61. Now my frequency is at 233 Mhz wich give me a 3.5 Ghz cpu. Now is my question is it possible to get it up to 300 Mhz?
