This was done by modifying (Maximum processor state) to 20% on power options (wasn't done by Intel XTU) to have this option search for (NO MORE THROTTLE OR FANS surface pro 3/4)

 

~Don't decrease it more since you may have blue screen of death

 

~if you will decrease it more just change (on battery) so you if you have blue screen of death you can use (plugged in) as a way to change option

 

~You may have blue screen of death at 20% also so put plugged in at 50% at least

 

~there is no lag on system and apps but some process will take a little more time + more battery
