780ti only @ 50% power w/CPU overclock

I've now OC'd my 4690k to 4.4ghz, I also boosted my GPU up a bit, but max power I can get out of my 780ti is about 55-56%. I believe this is caused by a CPU bottleneck...

 

At 4.4ghz, should a 4690k really be bottlenecking a 780ti to half its potential? Could it be something else going on?

Cooler: Cooler Master Hyper 212 Evo

Motherboard: Gigabyte Z97X-Gaming 7

BIOS: American Megatrends

Graphics: nVidia 780Ti 3gb

RAM: 8GB

OS: Win 8.1 Pro

Power Supply: 750w

Your CPU is most definitely not a bottleneck. There's something else amiss with your system, I'd have to say.

 

What game is it? What resolution are you at?

Planetside 2. 1920x1080

 

Last I heard Planetside 2 was an unoptimized CPU intensive game, that's probably your issue. Go try other games if possible, like BF4 / Crysis 3 etc.
