So are they just not releasing these D4 B660 boards in the US then? Haven’t seen a single one in US market.

I got my Asrock B660 Riptide a few days ago in the US. Purchased on AliExpress. Non-K BCLK overclock works great.

BIOS 10.02 is confirmed working. It also brings AVX-512 support back on those CPUs that still have it via a Microcode switch upon selection of AVX-512. The microcode switch is all automatic, pretty neat feature from Asrock, wish my Hero board did this. https://ibb.co/304QxnL BIOS 11.01 (which supports Intel next gen) seems to be bugged and is not working even though the options are all still there. I could try and reflash to make sure, but I'm happy with 10.02. ** BIOS 3.03, 4.02, 5.02 (out of box) all DO NOT WORK. If you attempt to select a BCLK higher than 102.7 it automatically reverts to 102.7. Also the Non-K BCLK option is not in the BIOS. BIOS version between 5.02 and 10.02 might work, I just never tested them as I decided to go straight to the newest versions.

Picked up an Asrock Z690 Velocita PG open box I updated to newest BIOS with a 12400 and sure enough Non-K BCLK option is right there at the top for CPU options unfortunately something is whack with this new BIOS and any changes to BCLK or changing this option to enabled causes post code 7F or 65 and no post. I tried the second newest BIOS and everything works 100%. Non-K BCLK working flawless with my 12400. Asrock Z690 Velocita PG has non-K BCLK confirmed. Probably the cheapest D5 Z690 board that supports Non-K OC.
