Chip - non delid preferred but not a deal breaker, reasonable clocker on ambient (4.7/4.8).
Board - doesn't matter about box etc but no previous insulation. Mid range fine.
GPU - Doesn't have to be amazing OC'er. Again, no previous prep for cold.

(I'll also consider poor clocking 6700k (4.5@1.3 worst case) and Z170 with defective PCIE lanes / slow etc etc. This is all budget orientated.)
