When I try to up clocks in control center like you suggested, its tells me I need to restart before the settings will take effect...even with change multi enabled in OS setting...
have the same issue on X79A-GD65 8D during emea qualifier. so i change all settings in bios.

i have issues with voltages in СF too . to apply voltages and clock to both cards I need to disable CF , set manually volt and clocks to each card and than enable CF. it was crappy benching ..

with low vgpu (1.3V) i can bench -140
with 1.55V i have black screens at -70 ..
I can run 1.585V 1622Mhz at -60..

did anyone have issues with >1.6V vcore ??
have 2 lightnings , both cards give me grey or b&w stripes at screen .
1,59V is ok, but when I set 1.6 - just grey screen . tried different temps -60 - -120 but resuls is same .

Amazing clock but the result seems to be bugged.. or you forgotten to switch something on or off -)
