Even though the clock speed of the top score is lower, it makes up for it with a higher CPU utilization. If you do the math, the computation efficiency of that top score is actually lower than the 2nd place.

 

Unfortunately, the 25m benchmark is so small that it is highly variable and sensitive to the task scheduling. There's also noticeable difference between Win7 and Win8/10 just because Microsoft improved their task scheduler.
