    Sorry for the late reply. I honestly don't know what's wrong with the board (it is in near perfect physical condition so far as I can tell), but ASUS is willing to RMA for a repair fee.

    I have a working X5650 and an untested X5675 that came with the board.

    For all I know it could even be just a bad bios.
