I do not think it is a bug

I got "Not according to league rules

 

Submissions for the enthusiast league require photos of your computer, so we can verify the cooling method used. Please edit your submission and attach a picture of your computer

    Not all, but some of my submission also reported.

     

    The submssion all old and don't need a picture.

     

    It must be a bug ;)
