I'm not able to subit any scores since last two days. Why?

I've used different browsers,cleared cache,my internet is working absolutely fine but I'm getting error while submitting scores.

Is there any problem with my profile?

    The file size is 167kb which is not supported,please tell me a software to compress file size so that I can upload the picture.
