Also would suggest if you plan to let the ihs float instead of resealing (so you can keep it fresh) loosen the hold down first so you arent forcing the ihs to slide forward under pressure, then tighten the screws after brining the lever down
I think for the people using specific Asus boards, the CPU installation tool might come in handy here, as it will hold the IHS in place.

@Vernon, 4.5GHz uncore should be easy. Mine did 4.5 @ 1.15v ring.

About +200mv SA and +300mv IO is what I used.
Try to play with the training a bit.

I don't know exactly what training does, except for that it sets some timings right for the speed you are using.
For Gigabyte boards: Disabled fast boot will let the board train, enabling fast boot will skip memory training. You can find this option at the memory menu.

For me with X04, putting it on tigth 2666, training it, then putting it on 2800 and not training it, worked for me.

Currently I seem to be limited by voltage, at 1.6v. Is there a way to go past it? If I go above, it simply doesn't boot into windows, or when I adjust in windows, it will just crash.

Today I have this batch incoming: J518A728. Let's hope it does about the same as Dancop's
Though I doubt it will do exactly the same. J batches seems to be decent.[EDIT]
Just tested the 5960X (batch J518A728) on an MSI X99A Xpower, CM Hyper 612 and Scythe GT5400 @ 28c ambient.
4500@1.14v, uncore 4500@1.15v

Just stating that it's not just an installation tool. Might aswell be an IHS holder
