AMD is a different story, the IMC is integrated in the cpu. But for 771 and 775, the mb northbridge integrates the MC, so it is pretty much the board that makes the fsb on quadcore, not the cpu...
given the folks with Xeon will not have unlocked cpus, we/they do not represent a threat for those benching QX**** cpus anyways... allowing 771 will only add fun

LN2 benchers will get out QX9650 and similar unlocked cpus... if you allow 771, enthusiasts and apprentice will have a chance to have fun with x9.5 and x10 multiplier Xeon cpus...!??

I'd personnally allow Xeon 771 on all DDR2 stages.....cpu is modded to fit on 775 so it has the same chipset limitations as 775...
EDIT: you meant stages 7 & 8 ? adding 4 & 5 ...?
(for stage 2, wolfdale3M and xeon 771 won t work) -

generally speaking, only generally, good batches have low Vid, but it ain t always true...
i ve had similar results on water/chilled water with chips know of good batches with Vid ranging from 1.1625 to 1.28375, going through all sorts of intermediates. low Vids tends to heat up more when pushed in voltage, hence they will enjoy LN2 !
but pros will tell you better than i do-

I am not sure to understand your question, but 4th image shows the 2400 c8 "supertight" which passes spi32m at 1.81 V on both sticks.
one stick is less good than the other, it is 1.77 and 1.81 V (40 mV difference at 2550 and 2600, and at 2400 I suppose about the same)

Quick test gives SPI32M ok @ 2666 Mhz 9-12-13-21-1t trfc=108 at 1.80 V for one stick, and 2666 Mhz 9-12-12-21-1t trfc=108 at 1.83 V for the other.Memtest86+ fine at XMP settings (2400 9-11-11-31-1t 1.65 V)

your Vcore seems fine, I ran mine at 1.68-1.72 V depending on the mood, same L845B batch. your cooling kills, clearly. -90c underload seems great
here on chilled water, it goes to 40C or so underload, starting at ~5C -
