Can you run at complete defaults and see what happens? If I run mine at default, it'll go to 35x turbo no issue. It's just when I start dialing in the settings myself that the ratio locks up in 16x.
I can try that today for sure, I also referenced msi motherboard team to this thread...hopefully will have some answers soon. I WANT TO BENCH! I have 3x3770k here and they all do this. I also let it sit for a couple days without the battery but no luck.

well my gd65 is back to life, meaning no longer dead but still stuck at x16 and I tried for a good 3 hours today to get it to work but no luck....

I think a level playing field would be fair though
it is pretty easy to bench these cards with the right kit -
I believe 55 = memory settings are not happy

for me so far booting 5ghz
1.48v = 6.449mhz 1m/pf
1.51v = 6.287mhz cpu-z
1.48v = 6.312mhz cpu-z
1.51v = 6.285mhz cpu-z
1.33v = 6.527mhz 1m/pf
2 more on tuesday
and still have to test 6.527mhz chip with ihs off on ln2 -
