well, i had one cpu that did 1.25v 5ghz, but because of -100CB it could only reach 6.2ghz,
now with my 1.17v cpu i have -120 CB, and can reach 6.5, but you are right, if you have the right combo it will work out fine, like if you have 1.35v cpu, with -135cb, you will also reach 6.5, like one of Xtreme addicts cpus, can reach 6.9cpu-z but with -140+ cb and 1.35v 5g
CB also makes OC'ing wall soon, like my 1.17v chip, it also only goes to 6.5, but it can do it at 1.6v more voltage does not help because cpu is too warm. some cpus can also reach 6.5, but at higher V, but also not more because of warm temp. so in my opinion, any cpu below 1.3v and scaling batch will reach 6.5, lower V doesn't mean higher clock, just same clock at lower volts. (give or take ofcourse, you could just have a great chip that goes to the moon)
@Rbby258, good place to start is use multiplier and leave blck at 100, then up vcore and input/vccin/vrin to like this ratio,
for 1.2vcore 1.9vrin
1.3vcore 2vrin
1.4vcore 2.1vrin
