Speedstep not working, or so it appears...

yes i'm new to the process, excuse the pun, and i have a question about speedstep. when my processor is at rest or less than 5% usuage, my cpu frequency is running at 3.4ghz. when i start a benchmark, it fluctuates tremendously. my question is, why wouldn't it ramp down when the processor is barely being used, instead of staying so high? i have turned speedstep off and then back on again, of course with the restarts needed, and it is still doing it. any help is appreciated.

sorry. asus g751jy, 32gb 1866Mhz ddr3, i7 4710 cpu, 3 ssd's adding up to just under 2tb's of storage.
