403 HELP!

 I have been unable to make 1 submission all night. Keeps going to 403 forbidden. I have Fd with my internet settings, router, set up, ethernet, wifi n still get 403'd. I can enter hwbot, log into account, poke thru my stuff, access and use everything but get 403'd if i try to submit, WTF!? Help?

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
