I have problems with windows 7. whatever frequency you set the processor gets stuck at 3.2 ghz

which bios do you use? I don´t have any problems with X7p since long time

I use the latest bios. for 14900ks

But F5b is the latest BIOS, not F1?

I have tried various bios. many different processors. but win7 works at the minimum frequency

Maybe try another windows7 , any drivers installed ?

Not sure if that has the same issue/bug as apex but you either need to set turbo boot mode in the bios or change freq once in the os on win7.
