Ok i just tested it. It changes maximum switching frequency and removed turbo setting from Vcore Voltage response. Vcore voltage response isn't important, it really does nothing, as we saw it removed with BIOS F4.

Switching frequency has had no affect on this board, and I don't think 80KHz less than the previous maximum will make a difference.

They changed these two settings so xfastest users can't burn their boards up at stock.

They probably fast tracked a BIOS, but yea i wasn't expecting F7.

Max OC on air is not lowered.

Will try this tonight. Anyone else had issues with the EVGA X79 boards, BIOSes 28 and 29? Turbo or/and memory issues?

Edit: From the EVGA Forums, Jacob_F:

We found an issue related to S4 resume, as a precautionary we have pulled the update for now and recommend using BIOS 29 for now.

Among other problems...

Even with bios 30 (all power saving disabled)

Memory will not go over 1600Mhz (DDR3 2133Mhz 1.65v stock, works on UD7)

debug 67 code, HARD lock (requires reflash or removing memory to one stick then reset CMOS) when increasing memory speeds past 1600Mhz

Memory timings will not save OR if they do it doesnt save properly (X-Y-X-ZZ saves as X-X-Y-ZZ)

Turbo multi options for each core disappears after bios save (only to come back with reflash)

I contacted Jacob, and they are working on it. :)

Yes, I see all of these. The only way to change CPU multiplier is with ELEET control turned on, but for review I need Turbo to work properly.
