You must have a total of 2 cores after unlocking - you can unlock a Sempron to 2 cores, but you can't unlock a Phenom II X2 to 4 cores. -
On Sandy Bridge μ-arch ring bus and last level cache run at core frequency, particularly at the same frequency as highest clocked core (confirmed by Intel on IDF). Note that this does not say anything about how the data crosses teh ringbus/IMC clock domains, or how fast is the IMC running. It could very well have a queue for data coming on and off the ring and run at a fraction of that speed.

I'm 90% sure there's no rule about leakage distribution between SKUs... they are probably binned for fitting the power/clock requirements, not for failing them; so if a CPU fits in 3930K bin it might fit in 3960 as well, but it becomes a 3930K anyway. They might also be sorted into different cache sizes after optical inspection, but that doesn't depend on leakage as well.
