1.3 eliminates all black screen on most cards. But feel it out from 1.25v. More volts than needed wont be good

I have a question! Why are the qualifiers split up with dates? It opens up a can worms, if someone from usa has a gem card, qualifies, sends it to someone from emea, qualifies, send to someone from apac . More than enough time.
