I think, you wrote voltage for turbo state. Try update BIOS, after load optimized settings and saved it and back to BIOS (check if your vcore voltage is set to "manual")

3rd chip L643G202 VID 1.152 V not tested yet much, but 5000 CPU/4500 cache/3600 DRAM Cinebench R15 1.24V without problems

HW setup: Maximus IX Apex, AIO cooler Silverstone TD02 SLim CPU and BIOS setup: manual voltage, CPU clock 5 GHz, HT on, Cache 4500 MHz, RAM 3600MHz, LLC5, no delid yet ES 7700K 1.287V CinebenchR15 5000 MHz 1.325 V, max Cinebench 5100 MHz 1.45V retail 7700K L641G639 1.168V Cinebench R15 5000 MHz 1.265V Cinebench 5100 MHz at 1.345V AIO
