It needs something new either way, because with these new biosses it's not even possible to have a normal overclock with SB-E chip too.
5GHz air benchable 3930K doesn't even load windows normally at 4.8GHz now.
I would do as jjjc says, just extract the driver, install through device manager, point to the location to where you extracted it. You don't need the control panel when you have NvInspector
For this board it's normal that these voltages are offsets. FYI, Stock SA is 0.825V if I'm correct. Stock IO around 1.050v. In case you were wondering. What offsets do you currently use?
