I've verified this issue with the help of Massman on MSI Z77A-GD65. Also found a temporary solution, apparently if opening ThrottleStop 4.0 in Windows makes the multiplier jump back up. Can someone please verify this on their board?
Pretty far off Problem is that voltage can't be set much higher without blackscreen issues in 2D and lower temperature is worse (instant crash in gametests). This is the same kind of behaviour as 7970, not a problem with the card but the gpu itself.
On this card core clock is good, mem clock really bad. And performance is really bad too. And it's way too close to petris score
Previous card had ASIC quality of 87.9%, this one has 87.6%.

1900+ easily achievable with the two cards I've tested but not enough time.
It's a strap, not a multiplier. Use 100 strap for 100-110 bclk, 125 strap for 115-135 etc. Just leave it at auto which works very well (told them to add a note about this).
How's the 3G-network in Turkey? HSDPA/HSUPA capabilities? They have pre-paid options with 4GB of data for about €17. Assuming no HSUPA that'd be 384kbit of streaming capability and 4GB would last for 22 hours.
