Best frequency to run these at during benching Hiwa ? 2600C9-12-12 ? +2800mhz and higher seems pointless as the looser tertiary timings don't make it much faster ( if not slower )

Typical ATI style, each benchmark it's own drivers/OS. FYI higher LOD is not always better. Some benchmarks prefer higher PCI-E, some need more CPU speed to scale, some benchmarks prefer reboots iso of reruns. ... All some of the reasons why I don't do a lot of ATI stuff, while others just adore the tweaking aspect.

For the OC event(s) I'm in (if in europe), but not to wander again during 4 days to hardly see anything new... better meet up with the guys and have some fun..

tWL in Gigabyte bios Dude if you can do 2600 8-11-8 32M stable on air, then you bought yourself a very good PSC kit. My BBSE only can/could do that. My PSC Flare kit can do 2600C8-12-8 at 1.88Vdimm...

Would redefining the whole watercooling as liquid cooling be a better idea ? I sense your problem is the ranking you end up in. Keep in mind that even with air cooling you will end up against people doing air/water cooling at -15°C outside
