On LN2 you should be hitting 4500+ with 1.7vcache set. Do you have a faulty or outdated OC Panel connected?

Yes, should be enough to pull VRDY1 + VRDY2 (they're connected directly to each other) to 3.3V in order to keep other voltages up.

Yeah 20x the resistance between those two pins should work well.

On this part I recommend adjusting the REFIN pin. Essentially the voltage on this pin will be the output target voltage. Try to identify the resistor connected between REFIN and VREF pins and lower the resistance by soldering a VR in parallel. Check Figure 2 for an overview.
