Why not make a competition end at a random (for general public) time that only gets publicly announced a couple of hrs beforehand? Say, if you're still on a session, you have enough time to finish it. But sandbaggers would have to refresh the competition page every X hrs for the entire length of the comp. Make X less than normal sleeping time and you'll make sandbagging infeasible.
