Turn HPET on in the bios.

Sounds about right for W7/W10 vs XP, it's at least 200 mhz difference usually a bit more.

One things for sure these things are locked down like Fort Knox, no matter what 102.9+ bclk was insta bsod regardless of settings so it must be a hard lock from Intel or something that board manufactures will have to figure out if even possible.
