Quick try on a random chip I had laying around, seems I get restart over 6.4ghz 1.825v

No no, its MindBlowing Power, as in it blows your mind with all its problems/features,

power delivery is just fine.. with cold booting below 1.9v **you need more than that, you had better find it in the OS. Ripple and overshoot have not been a strong point of MSI power circuitry in the past..
