Secure boot / UEFI is broken, my workaround was to install an MBR version of Windows 10, after that everything worked. The BIOS flashback button is also broken, not sure if related.

Try flashing with an external programmer like a ch341a or evc. this will overwrite everything on the chip as flashback or in bios flashing only updates certain parts and not all.
