Is it possible to have more core voltage maybe 1.800 and or the ability to uncheck the core voltage so it doesn't apply any and it keeps what's already set.

Are you starting hw monitor after you start prime 95? I'm assuming you aren't really idling at 60c<+? Try disabling pbo and all the turbo stuff and lock in 4ghz 1.3v and see if it evens out.
