Of course it is my personal opinion just like any others. I'm not playing God here :)

Closet cleaning sales can be good to pick up cheap stuff like cables.
Add shipping costs and cheap goes to non-cheap. But I see your point, subcategories would be the best solution for both.
For ES, doesn't matter if its new or old... It is still owned by the manufacturer, so it probably wouldn't be good to allow people to sell things they don't own.
Surf on Ebay for ES, you'll be surprised ;)

I don't have a problem with it if you're selling ES CPUs - but intel has :D

Intel has a registration on HWBot and

A minimum membership of 90 days.
